In the implementation of the Project Objectives, the Lithuanian Criminal police Bureau has brought together a team of academic experts and practitioners to develop distance training programmes.

The combination of thorough analytical work and consistent methodological (academic) activities have led to the development of online training courses of the duration of 90 academic hours. They training courses involve interactive exercises, forums and discussions in the following areas:

  • Risk assessment of “shadow” economy and tactics of investigation of phenomena of unreported economy;

  • Tactical approach to asset investigation while ensuring smooth implementation of the procedures underlying civil asset forfeiture;

  • Tactics of the investigation of open source information for criminal police officers with general competencies.

In the preparatory phase of the methodology, the Lithuanian Criminal police Bureau and Mykolas Romeris University made a review of professional training events for criminal police officers who investigate crimes against economics, business order and financial system. The analysis has shown that the training contents rests on best investigative and judicial practices, formalised standards and activity algorithms. The extent and consistency of police training courses ensure high professional development standards for officers; therefore, distance training materials developed as part of the Project are focused on the integrity of the already existing training system.

Project-based training delivered via “Moodle” online learning solution will allow police officers to increase their basic theoretical knowledge directly at their workplace and at the time convenient to them.

Knowledge about the purpose and aims of business operators, their organisational structure, book-keeping, fee structure, procedures for tax administration and tax administrator’s competencies will serve as the basis for efficient dissemination of special expertise and contribute to the achievement of good investigative results in professional situations.

The working group that devised the training programmes expects that interactive and flexible training courses on the online learning platform of the Criminal Intelligence Training Centre of the Lithuanian Criminal Police Bureau will be of great interest to police officers.
